Unfortunately, there's no release date yet, however, the game was reviewed by Germany's game rating board, which I'd imagine is a pretty good sign that it will be released outside Japan in the near to not-so-near future.

QUOTE
Nintendo Co. Ltd. released Fire Emblem: Shin Ankoku Ryu to Hikari no Ken (which translates into Fire Emblem: New Dark Dragon and the Sword of Light) for the Nintendo DS in August in Japan. It has already been rated by Germany's USK (their ESRB equivalent), and the game looks to be retitled Fire Emblem: Shadow Dragon in the West.

Shadow Dragon is a remake of the original Fire Emblem, telling the story of Prince Marth, which many of you may remember from the Smash Bros. series. This is also going to be the first FE title to incorporate online play over Nintendo Wi-Fi.

However, the ESRB has not given a rating for Shadow Dragon, so we don't even have confirmation of an American release. Granted, if Germany will get the game, then the likelihood of the game coming to the US is high. Expect another announcement soon.

Well, games get taken off the lists and never pop up again. All this says is they're thinking about it, which we already knew.

Too bad they aren't keeping the original name IF it comes to the West.....
